Garbage collection in the Village of Speculator will be as follows:
¨ Residential garbage pickup - Summer schedule begins June 1 and ends September 30 with two pickups per week - Monday and Thursday (Monday only on winter schedule). Businesses – Monday and Thursday for summer schedule, after October 30, Monday and Friday.
¨ Holiday Scheduled pickups – Memorial Day 5/26 - July 4th 7/7 - Labor Day – 9/8- Columbus Day – 10/14
¨ ALL REFUSE, TRASH PICKUP, AND RECYCLING MUST BE AT THE CURB AT 7 A.M. THERE WILL BE NO RETURN TRIPS.
ALL residential garbage shall be in covered containers no more than 30 gallons with handles.

Recyclables will be picked up each Tuesday from June 1 through September 30. During the winter months, it will be the second and last Tuesday of the month. Please place recyclables in clear bags.
Working under Dept. of Public Works Superintendent Roger Blanchard, Jr., the crew consists of Wayne Lucas, Farrell Call, Paul Alfieri and Lee Page. The Village hires two temporary laborers for the summer. They’ve been making the village properties look nice for the summer so please do your part by keeping our streets clean! Refuse left overnight invites animals to scatter it about the community. Remember that summer garbage collection starts June 1. Please place garbage in appropriate containers and do not leave bags on the roadside. Help keep Speculator clean!
Meters are read in the month prior to the following billing dates so that there is approximately three months between readings. The bills are mailed on or about February 1, May 1, August 1, and November 1. The February 1 billing is only a base bill for many customers. This, of course, is due to the snow cover on the touchpads. If you have a radio read meter, your reading includes usage to date. If there are issues with snow cover or inaccessibility, a bill for the base amount is always sent.
Effective May 1, 2015, the rates were increased as follows:
Water - $82/quarter with $5.10/1,000 gallons used
Sewer - $97/ quarter with $8.00/1,000 gallons used
Your August 1 water/sewer bill will reflect these increases. For many years there has been a gap between the revenues received and the expenses of the Water and Sewer systems. As a result, both funds are in a deficit position and General Fund monies have been used to cover the shortfall. This money needs to be paid back to the General Fund as, for accounting purposes, it is treated as a loan. The increases in the past several years have helped and the Sewer Fund is almost in the black but the Water Fund is still very much in the red. The Water and Sewer Funds are meant to be self-sustaining with user charges and not tax dollars. The rate increases will gradually pay the General Fund back and allow small annual reserves that will cover emergency repairs and provide the funds needed to maintain compliance.
To keep your bills reasonable, be sure to check for leaks, running toilets, etc., in your water system as it will certainly have an effect on your usage.

2012 marked the 40th anniversary of the Federal Clean Water Act. In 1972, when the act was passed, the Village of Speculator had no municipal wastewater treatment system. The municipal water system relied on unfiltered lake water for its source. Over the last forty years, the Village has prospered and this is directly related to the decisions made over the years by the local government to construct the collection systems and the treatment plant for wastewater. We have nearly met the serviceable boundaries with the sewer collection system. Hopefully the serviceable area will all be included in the collection system with help from various funding sources and low interest rates.
The value in having a municipal system can be masked by what the users are charged for the service. One has to look at the entire community and the benefit becomes obvious. Speculator is the “hub” for commerce in Hamilton County. We have a first class resort, retail stores, independent restaurants, specialty shops, an auto repair shop, Sunmount Day Treatment Center, a ski area, and lake front homes. These all equate to jobs for local people and without municipal sewer, much of these activities would be scaled down, thus providing fewer opportunities for work and recreation.
In 1974, the Safe Drinking Water Act was enacted. The Water System Improvement project in 1992 -1994 brought the Village into compliance with these regulations. We have made more improvements since 1994 with this system as well. The benefits to having a municipal water system again are many. A municipal system offers guaranteed safety as the water supply is tested monthly. The Village is incompliance with all Federal and State standards for safety. With a municipal system, you will always have water and sewer service even in the event of a power outage regardless of its duration.
One should never take these services for granted. In the past, local government decisions makers looked to the future when these systems were built and could see that in order to improve and maintain the quality of life in the Village, these systems would be essential. Today it is no different. One must look to the future and see that the decisions made today will protect, preserve and enhance the quality of life for the future in the Village of Speculator.

FOG (fats oil and grease) are solid wastes. Dispose of these items appropriately, not down the drain.
AWQR (Annual Water Quality Report) This report is now available on our website with paper copies avilable at the Village office and if you have questions, please call the Water Department at 548 5441. Once again if you prefer to have it electronically, please contact the Water Department at email@example.com.
Sump Pumps are illegal connections so please disconnect them from sewer system. The Village can inspect your home for sump pumps.
If you have any questions regarding your water or wastewater service, please call the departments at 548-5441. The department is staffed by Jim Desrochers, Edward Scharpou and new employee Spencer Eich who is in training for his licensing.
At the writing of this newsletter, we have only one application for lifeguard. If no more are received, the beach will not be opened and oblivously, no swim lessons will take place. If you know of anyone certified or willing to be certified for waterfront lifeguard, please let them know we still need applicants. The Village will open the Beach on June 22rd for the Summer Season.
PAVILION AND BALLFIELD USE
Organizations and individuals anticipating use of the ballfield or pavilion for any activity must schedule the date with the Village Clerk. You won’t know if your activity conflicts with another group if it is not on the schedule. Please remember the pavilion and ballfield are public places and while you may reserve the use of the area, all residents are entitled to the free use of these municipal facilities. Reserving the area only indicates that no other organization or event has the area scheduled.
VILLAGE CLERK-TREASURER REMAINS ACTIVE IN NYS ASSOCIATION OF CITY AND VILLAGE CLERKS AND NYS SOCIETY OF MUNICIPAL FINANCE OFFICERS
Village Clerk-Treasurer Bonnie J. Page was re-elected as Treasurer on the NYS Association of City & Village Clerks for a tenth term at the NYS Conference of Mayors Fall Training School last September. She is also the Chairperson of the Registered Municipal Clerk program for the NYSACVC. The RMC program certifies the education and experience of clerks statewide. The NYSACVC has a membership of over 600.
Mrs. Page also continues to serve as the Chairperson of the Credentialed Municipal Finance Officer Program with the New York State Society of Municipal Finance Officers (NYSSMFO). The NYSSMFO has a membership of over 400 statewide.
